Kingsoft Dictionary is a free-software of dictionary and machine translation. It includes English-Japanese dictionaries, Japanese-English dictionaries and Japanese language dictionaries.

Mouse-on dictionary: Putting your mouse pointer over a word (in web page, text file and PDF), the meaning of the word appears in a pop-up window.
Highlight translation: Draging the pointer over a phrase, the translation of the selected range appears in a pop-up window.

It's not clear that the software run on Windows except Japanese version.

・日本語以外のWindowsで動作するかどうかは不明
